Biosketches of our DISTINGUISHED PRESENTERS (partial list): 
Ed Donahue
Mr. Donahue is the former Chief of the DOL/ETA Division of Policy, Review and Resolution in the Office of Grants and Contracts Management.  In that capacity, he was responsible for regulations and policy guidance for all fiscal and administrative matters associated with ETA grant programs.  His involvement and experience in these matters date back to the closeout of the Comprehensive Employment and Training Act (CETA) program, through the implementation and closeout of the Job Training Partnership Act (JTPA) program and into ETA’s newest program administered under the Workforce Investment Act (WIA).  The Office of Management and Budget (OMB) directed that Mr. Donahue take the lead in a multi-agency effort to develop guidance for the one-stop system mandated by WIA.  After the completion of that effort, the Comprehensive One-Stop Financial Management Technical Assistance Guide (TAG) was developed under his direction and guidance.  He also represented DOL on the government wide Grants Policy Committee responsible for developing consistent rules and regulations to be used by all federal agencies.  In addition, Mr. Donahue was responsible for the resolution of all audits of ETA program grants and contracts as well as for the closeout of those grants and contracts after the period of performance ended.  He retired from the U.S. Department of Labor on August 1, 2008, after a total of 38 years service to the federal government.



Steve Garfinkel  - Mr. Garfinkel has over 40 years of experience in federal programs.  He started in Army Audit Agency in 1962 and worked for that organization both in this country and in Europe.  Upon his return to the U.S. in 1965, he worked for the Departments of Army, Labor and Defense as an auditor, both here and abroad.  Steve transferred to the Department of Health and Human Services, Health Resources and Services Administration in 1971 and served in various management positions until his initial retirement in 1985.  He returned to the federal government and joined the Department of Labor’s Office of Cost Determination in 1991.  Steve served as Director of that Office from 1995 until his latest retirement in 2002.  He has also served on the faculty of the USDA Graduate School, teaching courses on the OMB administrative and cost principals. Since his latest retirement, Steve has been consulting for several federal agencies and private organizations as presenter, facilitator, negotiator, etc.   He is presently an Associate with Costing Solutions LLP, which specializes in costing issues in the federal arena.


Steve Malliaras is ETA's Regional Director for Financial Management and Administrative Services

John Humphrey is ETA's Regional Director for the office of state systems performances.


 Junjoy Vielhaber is the Business Liaison for Michigan Works! Region 7B has 10 years of experience in workforce development, having held a variety of positions such as Job Club Specialist, Job Readiness Coordinator, and Employment & Training Coordinator. Junjoy has been certified through Michigan State University as a Business Solutions Professional.  She is also a National Certified Workforce Professional through Dynamic Works Institute, and a Certified Workforce Development Professional through the National Association of Workforce Professionals.  Junjoy’s expertise is in consulting with employers to provide human resource assistance, determine training needs, and working with disadvantaged job seekers.

Macey Prince-Swinson
USDOL-ETA  Grants & Training Administrator

Mrs. Macey Prince-Swinson is a Grants and Contracts Specialist in the San Francisco Regional Office of the Employment and Training Administration, United States Department of Labor (ETA, USDOL).  She has worked for the USDOL for the past 31 plus years.  She is responsible for providing technical assistance and training to ETA staff and ETA grantees and for monitoring administrative and financial management activities of the ETA grantees. She is currently serving on an ETA National Office team of experts responsible for shaping policy, procedures, guidelines and regulations for the ETA grants.  Mrs. Prince-Swinson has presented numerous times at the Western Regional NAJA conferences. 


Alfredo Nodal is the Assistant Special Agent in Charge with the U.S. Department of Labor-Office of Inspector General in San Francisco, CA.  Agent Nodal began his career with the Office of Inspector General 20 years ago as a student intern and subsequently became a special agent after graduating from California State University-Hayward with a Bachelor’s Degree in Criminal Justice.   In May 2003, he was promoted to Assistant Special Agent in Charge and is now responsible for investigations in central and northern California.
    During his career, Agent Nodal has investigated and supervised some of the most trend-setting and high impact investigations that have led to significant prosecutions. He has also worked as an undercover agent and used his bilingual speaking skills to develop different types of investigations under the jurisdiction of the U.S. Department of Labor.  His experience includes investigating unemployment insurance fraud, workers’ compensation fraud, visa fraud, WIA fraud, identity theft, mail fraud, and money laundering.



Michael T. Gaffney
CPA, CFGM
Mike is one of the founding principals of the public accounting firm Abraham & Gaffney, P.C. Abraham & Gaffney, P.C. is a mid-sized regional CPA firm with offices in St. Johns, East Lansing, and Rochester Hills, Michigan. Mike works out of the Rochester Hills office and performs governmental and nonprofit accounting and auditing services, independent monitoring services, and various related consulting services. Mike has close to 25 years of experience providing these services to various organizations including counties, cities, villages, townships, school districts, other governmental units and nonprofit organizations. Mike has developed an expertise in providing accounting, auditing and independent monitoring and technical assistance services related to Federal and State employment and training programs at the State, administrative entity and service provider level. Mike currently spends approximately 50 % of his time working in this area. Mike is a graduate of Michigan State University with a BS in accounting. Mike is a member of the American Institute of Certified Public Accountants, Michigan Association of Certified Public Accountants and Association of Government Accountants.

Resolution of Audit and Monitoring Findings
Common monitoring and audit findings (e.g. cost allocation, accrued expenditure reporting, unreported program income) will be discussed addressing documentation issues and options for resolution.  Also discussed will be the types of internal controls necessary to avoid these issues in the future.

Linda Manion & Jackie Sakane
      Linda Manion was a Financial and Grants Compliance Officer at San Francisco Regional Office of the Employment and Training Administration.  She now provides consulting services to local workforce investment areas and nonprofit organizations.  She provides expertise in the establishment of administrative processes, resource sharing, internal controls and the resolution of monitoring and audit findings.

        Jackie Sakane is the Compliance Manager for the Los Angeles County Workforce Investment Area.  She has 20 years of program and fiscal monitoring and audit resolution experience and was a former auditor with the Los Angeles County Auditor-Controller’s office.  In addition,   Ms. Sakane was the previous Operations Manager over the WIA Adult and Dislocated Worker programs and was responsible for launching the WIA Adult and Dislocated Worker programs in Los Angeles County in July 2000.  Her program expertise coupled with her accounting and audit backgrounds has proven pivotal in her ability to resolve findings and questioned costs with numerous contract agencies.


Troubleshooting One-Stop Management
This workshop will be a panel discussion focused on troubleshooting operational issues in one stop centers.  It will cover management strategies for coordination of services and participation of required partners.  What works and what doesn’t work.

Conflict of Interest

This workshop will include discussion of conflict of interest issues under the WIA statute and regulations including those related to the duties of and the disclosure requirements for WIB members.  It will also cover: considerations for adoption of a Conflict of Interest Code for WIBs as well as State and local laws further restricting conflicts of interest, including the example of state codes (California) for WIB members.  In addition, the workshop will cover Non-profit Corporation law and the related additional requirements for such organizations.  Sanctions for failure to comply with disclosure and reporting rules as well as common pitfalls in conflicts compliance will also be discussed.

Jessie Heinz recently retired from the City of Los Angeles as an Assistant City Attorney after practicing more than 30 years. Her primary responsibility for 28 of those years was to advise the City on the implementation of a variety of federally funded programs designed to develop jobs, childcare, housing and other opportunities for low income persons in the City. She served as the attorney for the Private Industry Council under JTPA and as the general counsel for the Workforce Investment Board. In these positions She specialized in contracts, litigation, conflict of interest advice and administrative procedures and requirements for the City's grant funded programs. She is a Phi Beta Kappa graduate of USC and received her law degree from UCLA.

Workshop will cover EEO requirements with a particular emphasis on the Americans with Disabilities Act Amendments Act (ADAAA) which became effective Jan. 1, 2009, the Americans with Disabilities Act and the related WIA implementing regulations.  It will also cover the changes in the federal disability nondiscrimination law under the ADAAA as well as how the ADAAA relates to Sec. 504 of the Rehabilitation Act of 1973.  In addition, the philosophy behind the implementation of ADAAA and the changes in WIA definition as it pertains to ADAAA will be discussed.  The workshop will also provide a basic overview of the Genetic Information Nondiscrimination Act (GINA) - what it is and when it became effective. EEO resource materials will also be discussed.

Ellen Fawls has been an attorney with the City of Los Angeles for almost twenty years. She is a trial lawyer who has defended the City and its employees in various types of civil actions including Civil rights cases. Currently, Ms. Fawls advises the City on all aspects of federal grants with particular emphasis on grants from the U.S. Department of Labor. Her responsibilities include rendering advice to the WIA EEO officers, investigators and hearing officers regarding the handling of complaints and grievances made by staff or participants under the WIA One Stop system. Due to the large and diverse population in the City of Los Angeles, the complaints raised pertain to all WIA related issues including customer service, civil rights and access to WIA services for the disabled. Ms. Fawls is a graduate of Whittier College School of Law, Los Angeles, CA. She has a Bachelor of Science in Nursing from D'Youville College, Buffalo NY. and was a Lieutenant in the U.S. Navy Nurse Corps.
