Resolution of Audit and Monitoring Findings
Common monitoring and audit findings (e.g. cost allocation, accrued expenditure reporting, unreported program income) will be discussed addressing documentation issues and options for resolution. Also discussed will be the types of internal controls necessary to avoid these issues in the future.
Linda Manion & Jackie Sakane
Linda Manion was a Financial and Grants Compliance Officer at San Francisco Regional Office of the Employment and Training Administration. She now provides consulting services to local workforce investment areas and nonprofit organizations. She provides expertise in the establishment of administrative processes, resource sharing, internal controls and the resolution of monitoring and audit findings.
Jackie Sakane is the Compliance Manager for the Los Angeles County Workforce Investment Area. She has 20 years of program and fiscal monitoring and audit resolution experience and was a former auditor with the Los Angeles County Auditor-Controller’s office. In addition, Ms. Sakane was the previous Operations Manager over the WIA Adult and Dislocated Worker programs and was responsible for launching the WIA Adult and Dislocated Worker programs in Los Angeles County in July 2000. Her program expertise coupled with her accounting and audit backgrounds has proven pivotal in her ability to resolve findings and questioned costs with numerous contract agencies.
Troubleshooting One-Stop Management
This workshop will be a panel discussion focused on troubleshooting operational issues in one stop centers. It will cover management strategies for coordination of services and participation of required partners. What works and what doesn’t work.

Conflict of Interest
This workshop will include discussion of conflict of interest issues under the WIA statute and regulations including those related to the duties of and the disclosure requirements for WIB members. It will also cover: considerations for adoption of a Conflict of Interest Code for WIBs as well as State and local laws further restricting conflicts of interest, including the example of state codes (California) for WIB members. In addition, the workshop will cover Non-profit Corporation law and the related additional requirements for such organizations. Sanctions for failure to comply with disclosure and reporting rules as well as common pitfalls in conflicts compliance will also be discussed.
Jessie Heinz recently retired from the City of Los Angeles as an Assistant City Attorney after practicing more than 30 years. Her primary responsibility for 28 of those years was to advise the City on the implementation of a variety of federally funded programs designed to develop jobs, childcare, housing and other opportunities for low income persons in the City. She served as the attorney for the Private Industry Council under JTPA and as the general counsel for the Workforce Investment Board. In these positions She specialized in contracts, litigation, conflict of interest advice and administrative procedures and requirements for the City's grant funded programs. She is a Phi Beta Kappa graduate of USC and received her law degree from UCLA.

Workshop will cover EEO requirements with a particular emphasis on the Americans with Disabilities Act Amendments Act (ADAAA) which became effective Jan. 1, 2009, the Americans with Disabilities Act and the related WIA implementing regulations. It will also cover the changes in the federal disability nondiscrimination law under the ADAAA as well as how the ADAAA relates to Sec. 504 of the Rehabilitation Act of 1973. In addition, the philosophy behind the implementation of ADAAA and the changes in WIA definition as it pertains to ADAAA will be discussed. The workshop will also provide a basic overview of the Genetic Information Nondiscrimination Act (GINA) - what it is and when it became effective. EEO resource materials will also be discussed.
Ellen Fawls has been an attorney with the City of Los Angeles for almost twenty years. She is a trial lawyer who has defended the City and its employees in various types of civil actions including Civil rights cases. Currently, Ms. Fawls advises the City on all aspects of federal grants with particular emphasis on grants from the U.S. Department of Labor. Her responsibilities include rendering advice to the WIA EEO officers, investigators and hearing officers regarding the handling of complaints and grievances made by staff or participants under the WIA One Stop system. Due to the large and diverse population in the City of Los Angeles, the complaints raised pertain to all WIA related issues including customer service, civil rights and access to WIA services for the disabled. Ms. Fawls is a graduate of Whittier College School of Law, Los Angeles, CA. She has a Bachelor of Science in Nursing from D'Youville College, Buffalo NY. and was a Lieutenant in the U.S. Navy Nurse Corps.
